Victoria, Hong Kong,
My Lord,
18th May, 1855.
I have the honor to transmit herewith a letter from the Attorney General to the Colonial Secretary on the subject of prostitution in this Colony and its attendant evils.
The subject, though of admitted importance, is a delicate one.
I think it desirable that your Council, and yourself, should take steps to normally or steadily recur to the formidable evils which at present exist.
